Analytical study: the legal structures and regulatory rules for dealing with hate Speech in digital media content in Egypt

Abstract

Digital media activities in Egypt have flourished greatly over the past two decades, and a large number of Egyptian media organizations have developed digital formats to deal with developments in the media sector, and this happened in parallel with a significant increase in interactions on social media, and the legal structures that regulate The work of the media in Egypt is able to deal with this rapid transformation, which led to the emergence of severe and unbridled practices and abuses that received great criticism. Some of these abuses were described as embodying patterns of hate speech, discrimination, exclusion, and incitement to violence.
This study aims to analyze the Egyptian legal structure in dealing with this accelerated shift towards digital activities in the media sector with regard to hate speech, exclusion, discrimination and incitement to violence.
The study relied on the survey method. To survey the laws and regulations governing digital media in Egypt, the researcher used the document analysis tool to analyze the laws and regulations governing digital media in Egypt and the structured interviews that were applied to Egyptian practitioners and academic experts in the field of digital media.
The study concluded that laws related to hate speech exist and are good, and that the problem is not in drafting laws, but rather in activating and applying them to everyone in the field of digital media. And that the problem is represented in the lack of communication mechanisms with social platforms for verification, reporting, verification and documentation, and that platform discourse does not represent a local challenge because it has a global, cross-border nature that is subject to US law, and that most of the practices related to hate speech are mostly on platforms that are subject to US law.
The study recommended the need to raise awareness of the negative effects of broadcasting hate speech in social networks, familiarize the public with the articles of the law, pay attention to training those involved in communicating, make them aware of their social responsibility, and emphasizing ethical standards and codes for media work.
