The study aimed to identify the legal and constitutional legislation emanating from the formation of the Supreme Council for Media Regulation in the 2014 constitution, Law No. 180 of 2018, regulating the press and media, and is related to the main objective of showing the role of the Supreme Council for the Regulation of the Press and Media in achieving a balance between freedom of practice and professional responsibility by analyzing the decisions issued, as well as The study dealt with identifying the limits and dimensions of social responsibility for the media with their functional, performance and professional commitment, and in freedom of the press, the study aimed to identify the extent of freedom provided by the legal and constitutional legislation emanating from the Supreme Council for Media Regulation and to know the extent of positive or negative changes that the 2014 constitution changed what it produced of laws and legislation To enrich the freedom of the press, and to know the most important differences between previous and modern laws, and what they produced, and what is dealt with in practice, in order to identify the extent to which the press is able to circulate and obtain information without penalty, and to know the extent to which the law preserves the security of the journalist in expressing his opinion on political or economic issues This study is one of the descriptive studies conducted by The study extended to the descriptive-analytical approach to obtain information and data related to the phenomenon of the study, and the study concluded that the respondents’ answers to the questionnaire’s questions had different compatibility rates, except for the work of licensing in issuing newspapers or by notification, and the freedom to issue them to individuals and institutions, and the requirement of a deposit submitted before issuing the newspaper , the values ​​are not significant.
